This strategic document is the first Citywide Pro-poor Ger-area Upgrading Strategy of Ulaanbaatar city which was approved by the Citizens’ Representatives Council of Ulaanbaatar City for its implementation on 4 July 2007.

The goal of this action plan is to upgrade 50 per cent of the existing unplanned and unserviced areas in Dar es Salaam by 2020 while simultaneously preventing the formation of new unplanned settlements.

In recent years, the humanitarian community has looked inward, learning from their past experiences in providing emergency shelter for the ever-increasing number of populations suffering from crises worldwide.

The Sustainable CitiesProgramme/LA21 Programme in the Philippines was started in 1998 by UN-HABITAT in collaboration with the department of the environment and Natural Resources. It was targeted at secondary towns and was perceived as a localization of the Philippine Agenda 21.

This Guideline is an outcome of the deliberations of the workshop. This guideline will serve as a “ready-reckoner” for post-disaster and post-conflict recovery programme implementers. At the same time, it addresses some of the implementation policy issues and provides guidance in the methodologies to be applied. This guideline attempts at presenting the complex process of recovery in a simple and practical manner.
