Description

Participatory Slum Upgrading Programme, UN-Habitat’s global flagship programme funded by EC and initiated by the Secretariat of African Caribbean and the Pacific (ACP) group of states, has developed a Financial Strategy Toolkit to assist countries/cities in developing innovative finance strategies and models to mobilize resources locally and globally to upscale informal settlements upgrading. The toolkit has been developed considering inputs from a thematic taskforce within UN-Habitat, three workshops in Kenya, Cameroun and Tunisia, as well as from a training session during the 9th World Urban Forum, in Kuala Lumpur, Malaysia and online Expert Group Meeting in September 2018. Toolkit has been tested in Egypt for Egypt national Citywide Programme and most recently for PSUP`s partnering countries during the Pacific Urban Forum 5th Session (1-3 July, 2019,  Nadi, Fiji).

Using toolkit the regional workshop will be targeting Line ministries` technical and managerial level staff (including staff of Ministry of Housing, Utilities, and Urban Communities, Ministry of Finance, Informal Settlement Development Fund, Local government staff and public service companies, private sector, NGOs, CBOs, and community representatives to equip them with broad and complete overview of issues related to slums and informal settlements upgrading, such as data collection, city wide approach, participation, affordability, institutional setups, subsidy design, planning, etc to understand the implication of a policy decision and choice on finance requirement.

Training is conducted in partnership with Caribbean Development Bank and Guyana`s Central Housing and Planning Authority.
