Housing and Slum Upgrading; Gender issue guide

Access to adequate housing is a fundamental human right and is enshrined in numerous international agreements and conventions. Yet millions of women and men continue to live in towns and cities without security of tenure and with inadequate housing and related services. This guide’s objectives are:

 

  • To increase understanding of gender concerns and needs in housing and slum upgrading 
  • To develop capacity to address gender issues in this area 
  • To encourage the integration of a gender perspective into policies, projects, and programmes for sustainable urban development 
  • To support the institutionalization of the culture of gender mainstreaming and gender equality, the implementation of gender-sensitive projects and programmes, and the monitoring of gender-mainstreaming progress.

Kenya: Mavoko Urban Profile

Mavoko is situated in Machakos District some 25 km south east of Nairobi. It has an estimated population of 65,000 and is popularly known as Athi River. Mavoko appears to offer a good opportunity for the expansion of the Nairobi Metropolitan Region and therefore, the area is of strategic importance.

Mavoko’s rapid growth, however, has led to an explosive growth of slums around strategic locations close to industries and other places of employment.

Kenya: Nairobi Urban Profile

Nairobi has the highest growth rates per annum compared to the other growth rates in Africa. 75% of the urban population growth is absorbed by informal settlements. The number of urban population living in slums will double in the next 15years.

Informal settlements cover only 5% of the total residential land area of the city, but they are inhabited by at least half of the city’s population.

Urban Informality - Marginal or Mainstream? - Janice Perlman, The Megacities Project

In this lecture, Janice Perlman discusses urban informality against the background of 40 years of research in the favelas of Rio de Janeiro. The lecture lays particular emphasis on how the changes over this timespan have affected the lives of the people in the favelas. She concludes by introducing the Mega-Cities project strategy to 'shorten the lag time between ideas and implementation' in urban problem solving.

‘Street-led city-wide slum upgrading’ - Claudio Acioly, UN-Habitat

The strategy brought forward by Claudio Acioly (UN-Habitat) uses streets as the natural conduits that connect slums spatially and physically with the city and treats streets not only as a physical entity for mobility and accessibility -- through which water and sewerage pipes, power lines, and drainage systems are laid – but also as the common good and the public domain where social, cultural and economic activities are articulated, reinforced and facilitated.

Scaling-Up Affordable Housing Supply in Brazil

image024Since 2009, Brazil has been implementing an ambitious national social housing programme: the My House, My Life Programme (Programa Minha Casa, Minha Vida). The Programme was designed to stimulate the production and acquisition of new housing units for the low- and low-middle income population. The initial goal was to contract 1 million housing units in the biennium 2009-2010.
